This was how it was for me when I went to a public school in rural America in the 80s and 90s. We had to bring our own everything, including tissues.

Some of the supplies went straight into a classroom pot when we arrived at school, others (like crayons) we were allowed to keep. Of course it was a HUGE DEAL about who had the 24-pack and who had the 120-pack with the built-in crayon sharpener.
